The chemical fiber industry is the core support for the stable development and continuous innovation of the textile industry chain. It is an industry with international competitive advantages and an important part of the new materials industry.In order to implement the relevant requirements of the '14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of Long-term Goals for 2035' and the '14th Five-Year Plan for High-Quality Development of the Manufacturing Industry', and promote the high-quality development of the chemical fiber industry , to form an industrial chain and supply chain with stronger innovation, higher added value, safer and more reliable, to consolidate and enhance the competitiveness of the textile industry, to meet the needs of consumption upgrades, and to serve the development of strategic emerging industries, the following opinions are hereby put forward:




1. Overall requirements


(1) Guiding ideology

Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and all 19th Plenary Sessions, completely, accurately and comprehensively implement the new development concept, take high-quality development as the theme, and deepen the supply-side structural Reform is the main line, with scientific and technological innovation as the driving force, with the purpose of meeting the needs of the textile industry and strategic emerging industries, coordinating the economy and safety of the industrial chain and supply chain, accelerating the research on key core technologies and equipment, and promoting the high-end, intelligent and green industry Transform and achieve high-quality development.

Optimize structure and open cooperation.Optimize regional layout, strengthen international cooperation, promote digital transformation, eliminate backward production capacity and mergers and reorganizations in accordance with laws and regulations, cultivate leading enterprises, promote the integrated development of large and medium-sized enterprises, and consolidate and enhance industrial competitiveness.


Green development, recycling and low carbon.Adhere to the priority of energy conservation and carbon reduction, carry out the construction of green factories, green products, and green supply chains, strengthen the comprehensive utilization of waste resources, expand green fiber production, and build a clean, low-carbon, and circular green manufacturing system.


Leading the textile industry and serving the forefront.Increase the supply of high-quality products, optimize the high-performance fiber production and application system, cultivate well-known fiber brands, expand fiber application fields, lead the improvement of textile value from the raw material side, and serve the development of strategic emerging industries.


(3) Development goals

By 2025, the industrial added value of chemical fiber enterprises above designated size will increase by an average of 5% annually, and the global proportion of chemical fiber output will be basically stable.Innovation capabilities continue to increase, industry R&D investment intensity reaches 2%, and high-performance fiber R&D and manufacturing capabilities meet national strategic needs.Digital transformation has achieved remarkable results, with the digital penetration rate of enterprise operation and management reaching 80%, and the digital control rate of key processes reaching 80%.The green manufacturing system continues to improve, with the proportion of green fiber increasing to more than 25%. The output of bio-based chemical fibers and degradable fiber materials has increased by more than 20% annually. The level and scale of comprehensive utilization of waste resources have further developed, and the industry's carbon emission intensity has been significantly reduced.Form a group of leading enterprises with strong competitiveness, build a high-end, intelligent and green modern industrial system, and comprehensively build a strong chemical fiber country.


2. Improve the innovation and development level of the industrial chain

(3) Cultivate high-quality enterprises.Encourage enterprises to optimize the allocation of production factors through mergers and reorganizations, and accelerate business process reengineering and technological upgrading.Support leading enterprises to gather high-quality resources such as technology, brands, channels, and talents, enhance supply chain leadership, and provide common technology output and overall industry chain solutions for the clothing, home textiles, and industrial textiles industries.Promote the integrated development of large, small and medium-sized enterprises, and cultivate specialized, new, 'little giant' enterprises and individual champion enterprises.


3. Promote the high-end development of new fiber materials


(1) Increase the added value of conventional fiber.Achieve high-quality, intelligent and green production of conventional fibers, develop differentiated and functional fiber products such as super simulation and liquid coloring, improve the performance and quality stability of functional fibers, expand the application fields of functional fibers, and promote the industrialization of biomedical fibers , high-end applications.Strengthen quality control throughout the production process, promote the supply of high-quality products, and meet consumption upgrades and personalized needs.

Column 1 Efficient and flexible fiber preparation and quality improvement

1. Improvement of technology and equipment for efficient and flexible fiber preparation.Break through technologies such as in-situ polymerization of functional fibers, multi-component high-proportion copolymerization, online addition and efficient flexible spinning, and direct spinning of nylon 6 melt to improve the level of macro-preparation of nanofibers and intelligent fiber design and preparation.

2. Development of differentiated and functional varieties.Develop new functional polyester, high-quality chemical monomers and super-simulation, flame retardant, antibacterial and antiviral, conductive, phase change energy storage, temperature control, photochromic, liquid coloring, adsorption and separation, biomedical and other functional fibers Variety.

3. Research and development of key materials and auxiliaries.Research and develop key materials and auxiliary materials for functional fibers, as well as flame retardants, modifiers, masterbatch, catalysts, oils and other additives.


(2) Improve the production and application level of high-performance fiber.Improve the production and application level of carbon fiber, aramid fiber, ultra-high molecular weight polyethylene fiber, polyimide fiber, polyphenylene sulfide fiber, polytetrafluoroethylene fiber, and continuous basalt fiber, and improve the quality consistency and batch quality of high-performance fiber stability.Further expand the application of high-performance fibers in aerospace, wind and photovoltaic power generation, marine engineering, environmental protection, safety protection, geotechnical construction, transportation and other fields.

Column 2 Key technological breakthroughs and efficient and low-cost production of high-performance fibers

1. High performance carbon fiber.Overcome large tows above 48K, high strength, high modulus and high elongation, T1100 grade, M65J grade carbon fiber preparation technology, breakthroughs in high-precision metering pumps, spinnerets, drafting machines, take-up machines, wide-width pre-oxidation furnaces, high and low temperature carbonization furnaces , wide-diameter graphitization furnace and other equipment manufacturing technology, develop composite material process technology equipment such as automatic lay-up molding and automatic molding, and develop carbon fiber composite material repair and reuse technology.

2. 3. Other high-performance fibers.Improve heat resistance, creep resistance, high strength, high cutting resistance, corrosion resistance, and radiation resistance ultra-high molecular weight polyethylene fiber, fine-denier, special-shaped cross-section polyphenylene sulfide fiber, fine-denier, fire-proof and nuclear-proof polyimide fiber and other production technology levels.Breakthroughs in key technologies such as monomer synthesis and purification, high-speed and stable spinning of aromatic polyester fibers, polyparaphenylene benzodioxazole fibers, and polyether ether ketone fibers.Develop technical equipment such as large-scale basalt fiber tank kilns and multiple varieties of differentiated sizing agents, develop third-generation continuous silicon carbide fiber preparation technology, and break through key preparation technologies such as alumina fiber, silicon boron nitrogen fiber, and zirconia fiber.

4. High-performance fiber innovation platform.Promote the construction of an innovation platform for high-performance fibers and composite materials, and formulate basic chemical raw materials - high-performance fibers/high-performance polymers - composite materials and product molding and processing - product testing around the common key technologies and engineering issues in the high-performance fiber and composite materials industry. and evaluation - the entire industry chain of product application.


(3) Accelerate the development of bio-based chemical fibers and degradable fiber materials.Improve the purity of bio-based chemical fiber monomers and raw materials, accelerate the integration of stable, efficient, and low-energy-consuming complete sets of technologies and equipment, and achieve large-scale, low-cost production.Support the research on key technical equipment for degradable fiber materials such as degradable aliphatic polyester fiber, break through the technical bottlenecks of raw material preparation and efficient polymerization, strengthen the evaluation of fiber degradability, and guide downstream applications.

Column 3 Technology Research and Industrialization of Bio-based Chemical Fibers and Biodegradable Fiber Materials

1. Bio-based chemical fiber raw materials.Breakthrough in lyocell fiber-specific pulp, solvents, cross-linking agents, fiber-grade 1,3-propanediol, succinic acid, 1,4-butanediol, furandicarboxylic acid, high-gloss pure lactide and other bio-based monomers and Efficient raw material preparation technology.

2. Bio-based chemical fiber.Improve key technologies for large-scale production of lyocell fiber, polylactic acid fiber, bio-based polyamide fiber, trimethylene terephthalate fiber, polyethylene furandicarboxylate fiber, seaweed fiber, and chitosan fiber.Research green manufacturing technologies for cellulose fibers such as ionic liquid solvent method (ILS method) and low-temperature urea method.

3. Biodegradable fiber materials.Overcome PBAT (copolymer of butylene adipate and butylene terephthalate), PBS (polybutylene succinate), PHBV (polyhydroxybutyrate valerate), FDCA-based polyester ( Preparation technologies such as furandicarboxylic acid-based polyester), PHA (polyhydroxyalkanoate), PCL (polycaprolactone), etc.Carry out the industrial promotion and application of materials such as poly-3-hydroxyalkanoate (PHA) and polybutylene succinate-co-butylene terephthalate (PBST) in an orderly manner.


4. Accelerate digital and intelligent transformation

1. Build an intelligent manufacturing standard system.Carry out research and formulation of standards for intelligent equipment, interconnection, smart workshops, and smart factories in the chemical fiber industry, and prioritize the construction of smart manufacturing standard systems in polyester, nylon, spandex, regenerated cellulose fiber, regenerated polyester and other industries.

2. Improve the key technical level of intelligent manufacturing.Improve the technical level of intelligent raw material distribution, intelligent silk cake management, production data analysis, intelligent three-dimensional warehouse and other technologies.Improve 3D design and modeling, numerical analysis, process simulation, product life cycle management (PLM), distributed control (DCS), manufacturing execution (MES), enterprise resource management (ERP), data collection and video surveillance (SCADA), etc. Industrial control software and systems level.

5. Promote green and low-carbon transformation


(1) Promote energy-saving and low-carbon development.Encourage enterprises to optimize their energy structure, expand the proportion of new energy applications such as wind power and photovoltaics, and gradually phase out coal-fired boilers and heating furnaces.Formulate a carbon peak roadmap for the chemical fiber industry, clarify the implementation path for carbon reduction in the industry, increase the research and development of green processes and equipment, strengthen the transformation of clean production technology and the promotion of key energy-saving and emission-reduction technologies.Accelerate the construction of green factories, green products, green supply chains, and green parks in the chemical fiber industry, carry out the construction of water efficiency and energy efficiency leader demonstration enterprises, and promote carbon footprint accounting and social responsibility construction.


(2) Improve the level of recycling.Achieve large-scale, low-cost production of chemically recycled polyester, and promote the research, development and industrialization of key technologies for recycled nylon, recycled polypropylene, recycled spandex, recycled acrylic, recycled viscose fiber, recycled high-performance fiber and other varieties.Promote key technological breakthroughs and industrial development in the high-value utilization of waste textiles, increase the recycling of waste military uniforms, school uniforms, police uniforms, work clothes and other uniforms, and encourage relevant production companies to establish recycling systems.


(3) Eliminate backwardness in accordance with laws and regulations.Strict energy efficiency constraints, improve the green manufacturing standard system of the chemical fiber industry, and accelerate the elimination of backward production processes and equipment with high energy consumption, high water consumption, and high emissions in accordance with laws and regulations to provide space for optimizing the supply structure.Increase the implementation of regulatory conditions for the regenerated cellulose fiber (viscose) industry and recycled chemical fiber (polyester) industry, carry out regulatory announcements, and strictly enforce energy consumption, material consumption, environmental protection, quality and safety requirements.

Box 5 Green Manufacturing and Recycling

1. Promote cleaner production technology and equipment.Promote polyester plant waste heat utilization technology, PTA waste heat power generation technology, regenerated cellulose fiber biological low-concentration waste gas treatment technology, regenerated cellulose fiber production - recovery of alkali liquor and extraction of hemicellulose technology, nylon-6, nylon filament, dry French spandex energy-saving and emission reduction technology.Promote the closed, continuous and automated production technology and reduce the amount of organic solvents.Promote the use of raw and auxiliary materials with low (no) VOCs content to improve the level of pollution control.

3. Build a green manufacturing system.Encourage downstream enterprises in the industrial chain such as spinning, weaving, clothing, and home textiles to participate in green fiber product certification, promote the construction of a credible platform for green fiber products, and increase the quantity and quality of green fiber supply.Cultivate a number of green design demonstration enterprises, green factory benchmark enterprises and green supply chain enterprises.


6. Implement the 'three products' strategy of increasing varieties, improving quality and creating brands


(1) Optimize the supply structure.With technology as the core and demand as the guide, we develop products with excellent performance and quality, provide consumers with personalized, fashionable, functional and green products, and continue to expand the effective supply of mid-to-high-end products.Carry out research and release on fiber fashion trends, and promote new fiber varieties with high technical content and good market potential to downstream enterprises and consumers.Promote green fibers such as regenerated chemical fibers, bio-based chemical fibers, and liquid-dyed chemical fibers to guide green consumption.


(2) Strengthen standard support.Accelerate the formulation of standards in the field of functional, intelligent, and high-tech fiber materials to support the improvement of industry variety, quality, and brand.Improve the chemical fiber standard system for the coordinated development of national standards, industry standards, group standards, and enterprise standards, and give full play to the role of group standards in guiding industrial development and stimulating innovation vitality.Strengthen the training of standardized talent teams and improve the standard development and testing capabilities of enterprises from fibers to fabrics (composite materials) to end products.Promote international standardization work and promote international cooperation and mutual recognition of technology, standards and certification systems.
